Program Background
The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is a 10-year Australian Government investment (2021-2031) that supports the Government of Timor-Leste to improve access and quality of basic infrastructure and services at the subnational (municipal, administrative post and suco / village) level. PARTISIPA works together with Government of Timor-Leste partners through government systems, and in-line with government policies and priorities.
The overall program goals are:
- To strengthen government institutions to deliver quality services that are accessible to all;
- To support the resilience of communities through broad-based participation, economic opportunity, and improved village infrastructure
These overall goals are advanced through the following four program components:
- Support to PNDS (Programa Nasional Dezenvolvimentu Suku or National Program for Village Development)
- Municipal level support
- Rural water
- Subnational roads
The Role
- Build capacity of PNDS Engineers at the Sub-National level to manage the infrastructure project at all sucos according to PNDS implementation guideline and construction standard.
- Provide technical and professional advice for PNDS Municipal Engineers (ME).
- Work alongside with the PNDS Municipal team to support the report progress and provide quality assurance in program implementation at the field level.
- Support the PNDS Municipal team to understand and manage issues arising from the field (systems, capacity, resources, and community opinions) particularly in relation to technical engineering management, environmental protection, and workplace health and safety.
- Assist the PNDS Municipal team to monitor, evaluate and oversight construction project activities
About You
- Bachelor's degree in civil engineering or related area.
- Minimum of five (5) years of work experience in civil engineering or construction, ideally in community development programs.
- Ability to communicate technical engineering ideas and advise colleagues and counterparts.
- Ability to evaluate technical projects against the technical design, technical specifications, and bills of quantities during the project implementation.
- Experience in collating information and producing reports.
- Fluent in Tetum.
