Program Background
The Partnership to Strengthen Village Development and Municipal Administration (PARTISIPA) is a 10-year Australian Government investment (2021-2031) that supports the Government of Timor-Leste to improve access and quality of basic infrastructure and services at the subnational (municipal, administrative post and suco / village) level. PARTISIPA works together with Government of Timor-Leste partners through government systems, and in-line with government policies and priorities.
The overall program goals are:
- To strengthen government institutions to deliver quality services that are accessible to all;
- To support the resilience of communities through broad-based participation, economic opportunity, and improved village infrastructure
Key Responsibilities
- Support municipal PFM process, systems and build staff capacity in planning, budgeting, accounting, reporting, procurement, and internal controls.
- Ensure municipal budgets and financial reports are compliant with legal and regulatory frameworks.
- Provide technical assistance that improves transparency and accountability of municipal planning and budgeting.
Required Qualifications
- Bachelor's or master's degree in Accounting, Finance, Public Administration, or related field.
- Minimum 7 years of professional experience in public financial management, preferably in local government contexts.
- Strong knowledge of budgeting, accounting, and financial reporting standards in Timor-Leste.
- Experience delivering training and coaching to public sector staff.
- Understanding and ability to integrate gender equality, disability and social inclusion into work.
- Excellent interpersonal skills and ability to work collaboratively with diverse stakeholders.
- Ability to write high quality reports with in-depth analysis.
- Write and speak Tetum and English fluently.
