Labour Mobility Regional Officer (2 positions)

The regional officer role will support the expansion of Pacific Australia Labour Mobility (PALM) Scheme services in the municipalities to support the Secretariate of State for Vocational Training and Employment (SEFOPE) in conducting PALM screening/testing, work ready pool training process and in country recruitment database (IRD) services support in the municipalities.

Primary Duties and Responsibilities:

Under the direction of the SEFOPE municipal director and Labour Mobility   Coordinator, the labour mobility regional officer will:

Qualifications and Experience: 

The Labour Mobility Regional Officer (s) will be a people person, experienced at working closely with people in a friendly, professional, and calm manner. He/she will need to quickly come up to speed on the intricacies of the PALM Scheme expansion in the municipalities with SEFOPE and stakeholders.  

  • Prior experience of having worked or frequent travel to work in the municipalities and experience of working directly with the government officials. 
  • Advanced written and verbal communication skills, including excellent spoken English and Tetun. Has ability to speak multiple local dialects is an advantage.  
  • Experience in a fast-paced working environment, with an ability to work to deadlines, and to balance competing priorities. 
  • A skilled communicator with excellent interpersonal skills and the ability to build and maintain effective working relationships with a range of different individuals and organisations in the municipalities.  
  • High level proficiency in Word, Excel, PowerPoint, and web browsers. 
  • Demonstrated commitment to diversity and inclusion, particularly in a cross-cultural context. 
  • A tertiary qualification in human resource management, local development, Information Technology and Public Policy would be an advantage

This is a locally engaged position. Candidates must have current unrestricted work rights or be eligible to apply for a valid visa for Timor-Leste. Salary is competitive on local Pay Agreements.
