Women and Land Manager

The Women and Land Program Manager is responsible for the management and delivery of the Women and Land Rights project under the Gender Justice pillar. The role will champion feminist and gender transformative approaches, managing a team and leading strategic influencing planning, overall budget monitoring, program implementation and monitoring, evaluation, and learning (MEL) of Oxfam and partners' activities on land rights and women’s rights, in line with Oxfam’s partnership approach. The role will be a key contact point for civil society partners, including land rights, women’s rights and feminist organizations, networks, and allies, and will accompany partners with technical support and capacity building. This work seeks to influence changes at the community level, as well as changes in policies and practices at the national level. It will also be responsible for linking, learning, and promotion of the program at the international level. This will be achieved by leading in the strategic planning, overall budget monitoring, program implementation, and MEL, all in line with Oxfam’s partnership approach.

  1. Type of employment
  • Position base in Dili, Type of contract is Fixed term, 1-year contract with possibility for extension based on performance and funding.
  • The maximum salary package of this position is up to US$ 1,372.70 gross per month (including the 10% wage tax deduction, pro-rate of the 13th-month bonus & 10% Social Security contribution from Oxfam, and medical allowance pro-rate). Oxfam reserves the right to offer the salary as per the experience and skills of the applicant.

  • Experience in leading a project team and stakeholders (internal and external) in the delivery of program strategy.
  • Experience in program management, budget management, and staff management.
  • Experience working with the development organization international and National.
  • Experience and understanding of gender transformative and feminist approaches, including Do No Harm approaches, with a demonstrated ability to develop and implement relevant strategies.
  • Experience and understanding of land rights issues in Timor-Leste is highly desirable.
  • Experience in influencing and advocacy, including developing strategies and leading successful campaigns.
  • Experience and skills in stakeholder liaison, including with government and in public policy influencing and research.
  • Proven record of the development of supporting civil society partners advocacy, policy, program technical, and implementation capacity.
  • Experience in implementing program monitoring and evaluation, including Do No Harm.
  • Excellent time management, coordination skills, and an ability to manage multiple tasks and deliver quality outputs with competing deadlines.
  • Experience in financial management and reporting writing, including experience managing multi-donor-funded programs.
  • Excellent communication and facilitation skills
  • Demonstrable understanding of gender, disability, and diversity issues and proven commitment to and evidence of promoting gender and diversity equity.
  • Excellent communication, negotiation, and facilitation skills, including in a cross-cultural context.
  • Fluent or very high level written and spoken competency in English and Tetum.
