Purpose
The Women and Land Program Manager is responsible for the management and delivery of the Women and Land Rights project under the Gender Justice pillar. The role will champion feminist and gender transformative approaches, managing a team and leading strategic influencing planning, overall budget monitoring, program implementation and monitoring, evaluation, and learning (MEL) of Oxfam and partners' activities on land rights and women's rights, in line with Oxfam's partnership approach.
Key Responsibilities
- Lead strategic planning, overall budget monitoring, program implementation, and MEL
- Be a key contact point for civil society partners, including land rights, women's rights and feminist organizations, networks, and allies
- Provide technical support and capacity building to partners
- Influence changes at the community level and in policies and practices at the national level
- Link, learn, and promote the program at the international level
Qualifications
- 7 years experience in leading a project team and stakeholders in program strategy delivery
- 7 years experience in program and budget management
- Experience in gender transformative and feminist approaches, including Do No Harm
- Understanding of land rights issues in Timor-Leste (highly desirable)
- Experience in influencing, advocacy, and successful campaign leadership
- Skills in stakeholder liaison, public policy influencing, and research
- Proven record in developing civil society partners' advocacy and implementation capacity
- Experience in program monitoring and evaluation
- Excellent time management, coordination, communication, and facilitation skills
- Understanding of gender, disability, and diversity issues
- Financial management and reporting skills
- Fluency in English and Tetum
- Qualifications in gender equality, public policy, or international development (highly desirable)
