Program Operations & Resource Management Officer

About the Role

Oxfam is seeking a dynamic and highly organized Program Operations & Resource Management Officer to support the effective delivery of programs in Oecussi. The successful candidate will coordinate operational functions including logistics, procurement, office administration, finance support, resource management, compliance, security, and partner engagement to ensure smooth and accountable program implementation.

Key Responsibilities

  • Coordinate operational support for training, meetings, workshops, field visits, and partner activities.
  • Manage day-to-day office operations and ensure facilities are safe, functional, and well maintained.
  • Oversee procurement, logistics, transport arrangements, and asset management.
  • Support financial administration, budget monitoring, and compliance requirements.
  • Maintain strong relationships with partners, suppliers, service providers, and local authorities.
  • Ensure adherence to safeguarding standards, donor requirements, and organizational policies.

What We're Looking For

  • Degree or Diploma in Business Administration, Management, Procurement, Logistics, Finance, or a related field.
  • 2-4 years of relevant professional experience, preferably within an NGO or INGO environment.
  • Strong organizational, communication, and problem-solving skills.
  • Proficiency in Microsoft Office applications.
  • Good written and spoken English and Tetum.
  • Commitment to safeguarding, inclusion, accountability, and ethical conduct.
