Summary of Role and Responsibility
The Program Manager - Strengthening Civil Society to Promote Good Governance in Timor-Leste is responsible for coordinating and delivering agreed program strategies, while also contributing to their strategic development. The program aims to enhance good governance and inclusive development through constructive engagement between Civil Society Actors (CSAs) and government institutions, with a strong emphasis on the active participation of socially marginalized groups, including women, youth, and people with disabilities.
The Program Manager is responsible for leading all stages of program planning, execution, and Monitoring, Evaluation, and Learning (MEL). This role ensures that all activities are aligned with Oxfam's partnership approach and program objectives.
Contract Details
- Location: Dili, Timor-Leste
- Type of Contract: Fixed term, full-time, National Position (Open for national staff only)
Skills and Experience Required
- Experience in leading a project and coordinating internal and external stakeholders in the delivery of program strategy
- Experience supporting civil society partners advocacy, policy, program technical and implementation capacity
- Experience networking with and supporting civil society and working with government in Timor-Leste is essential
- Experience working in Timor-Leste required
- Prior experience in managing an EU grant is desirable
- A bachelor's degree in relevant fields such as Development Studies, Political Science, Public Policy, International Relations, Law, Social Sciences, or equivalent
- Knowledge in land rights and CSO capacity development
- Good coordination skills and ability to work across cross cultural teams
- Written, reading and spoken English
- Good written, reading, and spoken Tetum are essential
