Monitoring, Evaluation, Accountability, and Learning (MEAL) Senior Manager

  1. Summary of Role and Responsibility

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Senior Manager role is to ensure the development and implementation of an effective and coordinated MEAL framework and systems across Oxfam in the Timor-Leste country program by Oxfam standards under the supervision of the Program Director. S/he will provide leadership in the development of a knowledge-based organization and ensure evidence-based programming across country programs. In doing so, s/he is responsible for the development, strengthening, and implementation of monitoring, evaluation, accountability, and learning (MEAL) tools, systems, processes, and methodologies. This includes but is not limited to, working closely with program and partnership teams in conducting, managing, and documenting key MEAL milestones, events, and processes, MEAL internal and external reporting, and knowledge management between project teams and partners. S/he is also responsible for leading/conducting different surveys, assessments, evaluations, learning and knowledge management. Furthermore, the MEAL Senior Manager role will also build and strengthen the capacity of Oxfam staff and partners and provide specialist advice and support to establish/strengthen their respective MEAL mechanisms, including accountability and knowledge management.

  1. Type of Contract

Location: This Position is based in Dili, Timor-Leste

Type of Contract: Fixed term, with 12 months contract. This position is full-time, National package, and non-family post.  Open for both national and international staff. This position is subject to confirmation funding from the donor.

Salary: The maximum salary package of this position is up to US$ 4,314.62 gross per month (including the 10% wage tax deduction, pro-rate of the 13th-month bonus & and 10% Social Security contribution from Oxfam). Oxfam reserves the right to offer the salary as per the experience and skills of the applicant.

  1. Skills and Experience required for Portfolio Manager, Gender Justice Programs
  • Experience working with INGOs/NGOs in developing countries or equivalent experience within Timor-Leste.
  • Master’s degree in a relevant area (e.g., social sciences, statistics) from a recognized university.
  • At least 5 years’ experience of work in humanitarian and/or development context programs.
  • Good knowledge and strong demonstrated experience in monitoring, evaluation, accountability, and learning, including participatory approaches.
  • Well-developed conceptual, critical, analytical thinking, and planning skills
  • Proven experience in supporting strategic thinking and quality improvement in partnership.
  • Experience in and the ability to facilitate training at different levels.
  • Significant experience working with partners and strengthening programmatic and organizational capacities of civil society organizations.
  • Effective oral and written communication skills with a range of people working in different situations.
  • High-quality written and spoken English language skills. Tetum skills are highly desirable.
  • Experience using Air table o kobo, or another similar platform.
