Background
The Ministry of Health as the Principal Recipient of the Global Fund grants to fight against HIV/AIDS, Tuberculosis, and Malaria in Timor-Leste is implementing a good governance policy to ensure accountability, transparency, efficiency, and efficacy of the program implementation.
Position Details
- Location: National
- Duration: Fixed term contract with three months probation and possibility of extension based on performance evaluation
- Salary: $692/month (based on working experience and historical salary)
- Reports to: Grant Administrator – Division of Global Fund (DGF), Ministry of Health
Duties and Responsibilities
Financial Accounting:- Prepare CRVs for all funds received from TGF, bank interests, and other incomes
- Prepare GJVs for all other financial transactions as necessary
- Review CPVs, PCVs, and cheque registers
- Maintain accounting controls
- Monitor cash advance settlements
- Manage accounting month-end process
Accounting System, Data and Technology:- Review accounting entries
- Recommend and implement improvements
- Assist users of financial information
- Perform system data backups
Financial Reporting & Audit:- Support preparation of consolidated PR-SR financial statements
- Prepare weekly Cash Advance Monitoring report
- Support audit engagements
Required Qualifications
- Bachelor's degree in Accounting
- Minimum 5 years' experience in accounting
- Experience with accounting software (Sun System experience is an asset)
- Good knowledge of GAAP and government accounting standards
- Intermediate proficiency in English
- Excellent Microsoft Office skills
