Marie Stopes International Timor Leste (MSITL) is part of the MSI Reproductive Choices (MSI) global partnership, which works to improve the health and quality of life of women, men, and their families. MSI works to ensure individuals can access life-changing sexual and reproductive healthcare. We provide the reproductive choices people need to determine their own futures. MSI is a marketing-focused, data-driven, and results-oriented social business that uses modern management techniques and approaches to provide quality family planning (FP) and sexual and reproductive health (SRH) services in more than 36 countries world-wide.
Since 2006, MSITL has been supporting Timor-Leste's Ministry of Health to achieve the national maternal health goals by providing quality, affordable and accessible services. As the only organization specializing in sexual and reproductive health care in the country, MSITL is continuing to demonstrate direct results in improving health outcomes for the people of Timor-Leste through the provision of accurate information and quality services.
The Role
Service delivery lies at the heart of MSITL's work, with all services implemented through donor-funded programs and delivered via five integrated channels: MS Ladies, where family planning midwives are embedded in selected community health centres and hospitals; Outreach, with MSITL midwives strategically scheduled to provide services at multiple delivery points; PSS/HSS, through close collaboration with government officials and providers at facility, municipal, and national levels to strengthen health systems in SRH and related areas; the MSITL Clinic in Dili, offering comprehensive maternal health and SRH services; and the Contact Centre, a well-established hub where clients can call or message to access information, raise concerns, and request SRHR services across municipalities.
The key function of this role is to lead, manage, and grow MSITL's service delivery channels, in line with MSI's Vision 2030 strategy, MSI channel priorities and strategies, and MSITL business plans. This role has a strategic focus, with accountability for assuring quality operations in line with annual and long-term strategic goals and objectives. The post holder manages for results, valuing and rewarding high performance; accountability; speed and efficiency; and innovation, while keeping the client at the heart of everything we do.
The post holder is a part of the Senior Management Team (SMT). SMT members work together and are mutually accountable to one another in their responsibility to ensure achievement of MSITL's strategies, aims and objectives as set out in the annual business plan, and other long-term strategies.
Objectives
- Lead Access service delivery channels by leading the development and implementation of strategies that increase access to equitable, inclusive, and high-quality FP and SRH services with high levels of operational efficiency, are aligned to MSI success models and channel priorities, and the annual MSITL business plan.
- Manage the programmatic, financial, and administrative performance of MSITL service delivery by effectively motivating, empowering, mentoring, and supporting service delivery channel managers and staff; addressing bottlenecks; coordinating with other MSITL departments; monitoring performance; and insightfully reporting on progress to the SMT and Asia Regional Support Team (RST).
- Grow service delivery productivity by increasing Couple Years of Protection (CYPs), strengthening health systems through the government health facilities, and ensuring clinical and data quality.
Key Responsibilities
1. Strategic & Governance Leadership
- Provide oversight of all MS Ladies and Outreach service delivery functions, ensuring alignment with MSITL's mission and strategic plan.
- Lead the development and execution of annual operational plans, budgets, and performance targets.
- Ensure compliance with national health policies, donor requirements, and MSI global standards.
- Develop cost-effective strategies to increase access to high quality and equitable FP/SRH services across the service delivery channels. These will include strategies to generate demand for services through CBMs and other mechanisms as appropriate.
- Ensure channel strategies are aligned with both the MSI 2030 strategy and MSI Success Model priorities, using performance management and regular market analysis to ensure that all channels continue to deliver on their key performance indicators (KPIs) and meet all expectations.
- Represent MSITL, as required, in high-level stakeholder engagements with government, donors, and partners.
2. Operational Management
- Oversee service delivery channels to ensure efficiency, accountability, and quality.
- Monitor operational performance, ensuring timely reporting and corrective action where needed.
- Drive innovation in service models to expand access to FP and SRH services.
- Line manages the Regional Coordinators; conducting regular meetings with them to discuss performance, provide management updates, complete the annual performance appraisal process and address any concerns.
3. Quality Assurance & Client-Centred Services
Work with the Clinical Quality Team to:
- Ensure all services are safe, high-quality, and client centred.
- Institutionalize clinical governance and continuous improvement processes.
- Support training and capacity-building for staff to maintain service standards.
- Embed mechanisms for client feedback and use insights to improve service delivery.
Collaborate with the Evidence to Action Manager to: Support the Youth, Gender, and Inclusion team in delivering accurate SRH information aligned with MSITL values.
- Ensure that the information is effectively disseminated and that MSITL services remain accessible and inclusive for all.
4. Human Resource & Team Leadership
- Lead, mentor, and manage direct reports, fostering a culture of accountability and performance.
- Support recruitment, onboarding, and professional development of operational staff.
- Ensure effective delegation and succession planning to sustain operational continuity.
- Promote staff wellbeing and uphold organizational values.
5. Partnerships & External Relations
- Strengthen collaboration with regional authorities, NGOs, and community stakeholders.
- Work with Regional Coordinators to negotiate and renew MoUs to sustain service delivery.
- Advocate for reproductive health priorities within national and provincial forums.
- Build donor confidence through transparent reporting and demonstrated impact.
6. Monitoring, Evaluation & Reporting
- Lead/ contribute to timely submission of quarterly and annual donor reports.
- Use data-driven insights to guide operational decisions and resource allocation.
- Lead end-of-quarter reviews and planning workshops to institutionalize accountability.
Qualifications
- Masters level Degree in Public Health, Health Services Management, Project Management, Business/Commerce, Rural or Community Development, or another appropriate field; or
- Bachelor level Degree in Public Health, Health Services Management, Project Management, Business/Commerce, Rural or Community Development, or other appropriate field, with substantial management experience.
- Training in clinical services, supply chain management, and/or monitoring and evaluation are desirable.
Knowledge and Experience, Skills, and Attitude
Technical Knowledge
- At least 3 years of experience in a management position, preferably in project management, health management, community development, or social marketing.
- Experience in NGOs and/or development-oriented service delivery models.
- Excellent understanding of managing donor deliverables and contract requirements.
- Demonstrated experience in mentoring staff.
- Experience and knowledge of the Timor health sector and community health service delivery is preferred.
Skills
