Human Resources Manager

As a senior member of the MSITL team, the Human Resource (HR) Manager is responsible for developing strategic direction for Human Resource department in MSITL (MSI Timor Leste), ensuring appropriate systems, policies and procedures are in place to support the continued growth of the country program and its people. The HR Manager provides leadership to the HR team, advises the Country Director. The HR Manager plays a pivotal role within the Senior Management Team, offering crucial guidance on HR matters to both staff and managers. They are responsible for establishing and overseeing HR system that promote employee wellbeing and development.

This position is open to Timorese nationals only.

Key Requirements of the Position:

Qualifications:

  • Postgraduate degree in relevant area (Business management, Human Resource Management or Psychology desirable)

Requirement:

  • Occasional travel to municipalities

Experience:

  • Minimum2years HR or management experience
  • Experience developing and implementing HR policies and procedures.
  • Experience in managing a team.
  • Experiencing in HR system strengthening initiatives is desirable.
  • Experience working in the health sector.
  • Experience working with an NGO is desirable.
  • Experience in managing budgets is desirable.

Skills:

  • Practical knowledge of the Labor Code of Timor Leste
  • Excellent oral and written communication in English and Tetum
  • Organizational skills to prioritize and manage workload.
  • Ability to work effectively under pressure and meet deadlines.
  • Intermediate skills in MS Word, Excel and Outlook
  • Ability to be flexible and support the needs of the team as required.
