Manager - Health Program Transition & Grants

  • Join the Australia Timor-Leste Partnership for Human Development (PHD) on a 12-month contract (with possible extension), based in Dili, Timor-Leste.

About the Program 

The Australia Timor-Leste Partnership for Human Development (PHD) supports the Government of Timor-Leste’s (GoTL) Strategic Development Plan 2011-2030 and reflects Australia’s commitment to work in partnership with Timor-Leste to invest in improved wellbeing for Timor-Leste’s people. PHD aims to deliver lasting impact on the program goal: ‘People in Timor-Leste are healthier, better-educated and better able to contribute to Timor-Leste’s development’. Through PHD, Australia supports the GoTL to deliver higher quality and inclusive services in primary health, basic education and social protection. 

Abt Associates Australia is the implementation partner for PHD, contracted since May 2016 until May 2026.

About the Opportunity

PHDs Health program is aligned with the priorities set within the Ministry of Health (MoH) National Health Sector Strategic Plan (NHSSP) 2020-2030 and the relevant objectives under the Strategic Development Goals. The program aims to strengthen the system for the delivery of primary healthcare services as stipulated under the Essential Services Package for Primary Healthcare (ESP-PHC), including a focus on nutrition, hygiene, and sanitation. With funding support from the Australian Department for Foreign Affairs and Trade (DFAT) in Timor-Leste, the program is implemented in partnership with the MoH at the national and sub-national level, as well as with other sector stakeholders, including communities. 

The Manager - Health Program Transition & Grants will work with the Sector Lead - Health and team to manage the health program transition and grants portfolio within PHD health sector program.  This role includes initiating and facilitating engagement with the MoH and the relevant Autonomous Institutions within the health sector, such as Instituto National de Saúde Publica Timor Leste (INSP-TL), Servico Nacional Ambulância e Emergência Médica (SNAEM, I.P), and Instituto Nacional Farmacia e Produtos Medicos (INFPM), Regular communication and engagement with DFAT and existing PHD Health technical implementing partners will also be a critical part of this role.

The Manager - Health Program Transition & Grants will

  • Lead the development and implementation of relevant health program’s institutionalisation strategy and activity plans. 
  • Work with the PHD M&E team and other relevant teams to develop and/or revise the program’s institutionalization tracker to monitor and report on implementation progress.
  • Maintain regular and effective communications with program partners, through monthly/bi-monthly meetings with individual partners, quarterly health partners’ coordination meeting with DFAT and PHD, transition working group meetings and others; with meeting points and actions clearly documented and followed through.
  • Work with relevant technical implementing partners to develop workplans, templates and other relevant tools for program transition implementation.
  • Manage, support, monitor and report on all health programs grant implementation, including coordination with PHD grants and procurement team.
  • Develop key information, including program briefings for PHD Executives and DFAT.
  • Contribute to the health sector annual work plan development process, and regular reporting requirements.
  • Maintain strong linkages with the other PHD sectoral areas and facilitate integrated programming in order to achieve the overall objectives of the PHD program.
  • Ensure quality of the program through compliance and adherence to PHD program guidelines, Abt Associates policies, procedures, and guidelines as well as DFAT policies.
  • Represent PHD Health in government and non-government meetings and events relevant to health sector program developments.
  • Undertake any other tasks as may reasonably be required from time to time.

About You

  • Post graduate qualification in a health or management related field.
  • Strong experience working in the health sector in Timor-Leste.
  • Demonstrated experience working with diverse stakeholders to collaboratively bring technical knowledge and inputs together for planning, strategies and implementation.
  • Effective management of grant processes, including oversight and management of grants and contracts ensuring compliance with agreement terms and conditions.
  • Demonstrated experience in managing in complex settings.
  • Collaborative and respectful stakeholder relationships management skills.
  • Fluency in English essential. Proficiency in Tetum or Portuguese desirable.
