We are looking for an experienced (preferably Timorese) primary care physician with a passion for lifelong learning and patient-centred care.

The position is responsible for leading the development and delivery of health professionals technical in-service training across 14 municipalities, based on Ministry of Health service needs. The incumbent will work in a multi-disciplinary team of health professionals. The incumbent will receive training in clinical skills and Health Professionals Education. The incumbent will work closely with the Program Managers and Team Leaders of different teams, as well as other members of the administrative team. The role also involves considerable engagement with teams across all facets of Maluk Timor’s business. The position requires considerable travel (up to at least 50% working hours) to hospitals and community health clinics across Timor-Leste.

Position’s Key Functions

Primary Department / Team is Responsible for:

The Health Professionals Development Program's intended impact is to improve Timorese healthcare professionals' capability to deliver quality healthcare to their communities.

Key activities include
A. Workforce Development:
- Family Medicine Programmed (FMP), Continuing support to Graduated FMPs
- CPD-IPHC (Continuing Professional Education - Integrated Primary Healthcare)
- Faculty Development e.g. HNGV, INSPTL
- Support Healthcare Professional Associations e.g. AMTL, AETL

B. Co-Delivery of Services
- Clinical Placements for AMT Clinical Staff

C. Service Delivery Design
- E.g. developing guidelines, SOPs, protocols, tools.

D. Enabling Environment
- E.g. infrastructure construction / rehabilitation / maintenance; furniture, medical equipment, digital equipment.

E. Community Health
- E.g. Supporting development of PSFs.

F. Others
- E.g. AMT staff development, research, advocacy.

Position is Responsible to:

  1. Lead the clinical education aspects of various programs (e.g. DISTANCE, TB, IPHC) in the allocated municipalities, in developing, implementing, evaluating and improving curricula for integrated primary health care.
    2. Collaborate with Program Managers and Team Leaders to assure excellent educational quality of program delivery according to documented standards.
    3. Support the administrative team in the areas of allocated responsibility to assure project outcomes are met.
    4. Collaborate with the Monitoring & Evaluation team to collect evaluation data and prepare evaluation reports.
    5. Liaise with the relevant health facilities to assure the program is conducted efficiently and effectively.
    6. Develop and maintain professional relationships with relevant stakeholders in allocated health facilities.
    7. Demonstrate and model a proactive approach to continual professional development to colleagues and external counterparts.

Selection Criteria: Qualifications and Experience

Essential:

  1. Medical Degree: MBBS L. Med.GB or equivalent. Additional qualification is desirable.
    2. Clinical Experience: Minimum of 5 years in full-time clinical practice, preferably with a focus on primary healthcare or general practice.
    3. Educational Expertise: Experience or willingness to learn about the evaluation of educational programs.
    4. Clinical Skills: Up-to-date clinical skills and the ability to impart these skills through training and mentoring.
    5. Language Proficiency: Fluency in English and Tetun.
    6. Demonstrated understanding of the relevant MoH Guidelines.

Desirable:

  1. Postgraduate qualifications, such as PGD in Family Medicine
    2. Experience in mentoring staff
    3. Demonstrated experience in the leadership and management of a clinical team
    4. Demonstrated experience in clinical teaching and learning and/or workshop facilitation with health professionals.
    5. Fluent in English
    6. Experience in e-learning or online program delivery
