Finance Officer

$400-$600 / month

Finance Officer is responsible to Assist Finance Manager support financial system of the project including planning and budgeting, accounting, internal controls, financial reporting, auditing, financial monitoring, funds flow and disbursement management in line with SENTRU WYCF regulation.

Duties and responsibilities:

  • prepare projects annual cash flow plan on the basis of work plan and related procurement plan
  • support on maintaining and operating the Sentru WYCF projects designated account and making payments to workers, companies, institutions, consultants and service providers and verifying and authorizing payments for all activities under the project.
  • Support on preparation to audit all the expenses and cost control for all the items for the project
  • Maintaining the project bank accounts, organizing the process of disbursements of amounts from the grant account and replenishment
  • Support on providing required support to the Project on overall financial management including planning and budgeting, accounting, internal controls, financial reporting, auditing and funds flow management.
  • Ensuring that all project transactions are booked timely & accurately and preparation of all requests for payment.
  • Carrying out control and filling of all documents related with financial activities, invoices and other documents relating to project transactions.
  • Set up and maintenance of Finance System in the emergency team laptop and development procedure for tracking income and expenditure in accordance with SENTRU policy
  • Support on the preparation of allocations of funding and budgeting of planned expenses in the components of the response
  • Communicate budgets and spending authorizations to the Country office and emergency team members for municipalities of Dili, Baucau and Maliana hub
  • In consultation with the Human Resource Manager establish a payroll structure for national staff and municipalities’ staff.
  • Manage the day-to-day functioning of the finance section, including cash disbursements, cash receipts, etc.
  • Involved, either directly or indirectly in disbursing/monitoring/reporting expenditures made by sub-grantees.

Skills and experience required:

  • Qualification- Chartered Accountant (preferably MBA Finance or MSA Accounting)
  • Experience- Minimum 5 years’ experience in maintenance/ preparation of commercial accounts and financial management in NGO or Governmental organization/ private company/ externally aided projects
  • Excellent knowledge of the English language (both spoken and written) and excellent communication skills
