About HAMNASA
HAMUTUK NASAUN SAUDAVEL (HAMNASA) is a national non-governmental organisation. HAMNASA (in the past HAI) has been working closely with the Ministry of Health (MS) in Timor-Leste since its independence in 2002, strengthening the national health system, especially in the area of pregnant women and newborns. HAMNASA's mission is to promote healthy communities in Timor-Leste through programmers that strengthen the public primary health care sector, involve communities to play an active role in their health, and promote social equality and health.
Job summary
The Program Director (PD) provides leadership and coordination for HAMNASA program staff implementing the following projects: USAID Breaking Barriers Activity; Community Awareness, Positive Parenting Intervention; and Health Promotion for Maternal/Newborn Care in Timor-Leste. S/he provides leadership on all gender aspects of the projects. The PD is responsible for assuring that HAMNASA activities are completed as planned, assisting with trouble-shooting and problem-solving, and working with staff to assess program effectiveness.
Responsibilities
- In coordination with the Executive Director, provide leadership to achieve technical, programmatic and administrative goals, ensuring a positive impact on HAMNASA's staff, program participants and beneficiaries within and beyond the key sectors strengthened by HAMNASA: public health and social solidarity and inclusion.
- Provide overall guidance, advises and training to all staff and partners on gender equality, disability and social inclusion (GEDSI).
- In coordination with the Executive Director guide the development of annual operating plans and long-term strategic planning, including regular monitoring of HAMNASA's strategic objectives in Timor-Leste.
- Provide strategic management to all aspect of the development and execution of program operations in the field (including development of workplans, budgets, advocacy, technical support, trouble shooting, reporting) in particular in the following project activities:
- Oversee the field implementation of the USAID Breaking Barriers Activity, Gender Perspective.
- Lead the strategic partnership with implementing partners to ensure high quality of implementation.
- Oversee the field implementation of HAMNASA's other projects.
- Build the capacity of the Activity manager and team leader to be strong in planning, budgeting, performance management, appraisals, and reporting. Conduct regular meetings with Activity Manager and programming teams.
- Conduct field monitoring of program activities on a quarterly basis.
- Participate in relevant technical advisory groups with counterparts/stakeholders.
- Provide technical assistance, when requested, to the Ministry of Health, the Secretariat of State for Equality (SEI) and the Ministry of Social Solidarity and Inclusion (MSSI) officials and other appropriate agencies.
- Together with the Executive Director, assume overall responsibility for management of the in-country program staff and on occasion students and/or interns.
- Conduct appraisals of program staff and provide on-going support for professional development.
- Supervise and support technical advisors where applicable.
- In coordination with the Executive Director, review and approve program budgets.
- Participate in the selection and hiring of staff.
- Participate in senior management meetings.
- Participate in technical or management meetings as needed.
- Assist Executive director in preparation of reports to funders and stakeholders as required
- Respond to MOH, SEI, MSSI and donor requests for reports on activities and program progress.
- Act as interim Executive Director in his absence.
Qualifications
- Bachelor's degree in public health, community development, or related fields.
- Five years of experience in project management in health and violence prevention projects in Timor-Leste.
- Excellent knowledge and extensive experience working in the area of Gender-Based Violence (GBV) and other relevant development sectors in Timor-Leste.
- Interpersonal, networking, communication, and presentation skills.
- Strong understanding of gender equality and women's empowerment.
- Ability to write reports well in English, and the ability to work effectively within deadlines.
- Fundraising and budget management skills to secure funding and manage resources effectively.
- Willingness to travel from Dili to municipalities regularly.
- Leadership and management skills to oversee staff, volunteers, and program implementation. Organized, effective, creative, a role model for the team, and a motivator.
- Excellent communication skills for advocacy, partnership building, and stakeholder engagement.
- Strong ability in human resource management, especially team building.
- Strong analytical skills for monitoring and evaluating program effectiveness.
- Proficient in Microsoft Office programs and internet usage.
- Ability to understand, comply with, and uphold all of HAMNASA's relevant policies and procedures.
- Fluent in speaking and writing Tetum, with proficiency in English (speaking, reading, and writing).
