Timor-Leste is a Small Island Developing State (SIDS) that is prone to climate change with greater impacts across all sectors. The country considered as one of the most oil dependent economies in the world, and has been used this hydrocarbon wealth for financing the development, investment in public services and as the main driver of economic growth. The country through National Strategic Development Plan 2011-2030 identified agriculture, manufacturing and tourism industries as strategic priorities sectors for economy diversification to gradually reduce its reliant on the petrochemical industry in the future.
The National Directorate for Climate Change has received financial support from Global Environment Facilities to implement a project aim to address land degradation and achieve Land Degradation Neutrality in the rural context in two degraded watersheds in Timor-Leste i.e. Dasidaro and Laclo watersheds. The project "Adapting to Climate Change and Enabling Sustainable Land Management through Productive Rural Communities in Timor-Leste" will apply Ecosystem base Adaptation or EbA to restore rural landscape in the two watershed by introducing agroforestry through intercropping method for three main cash crops including cacao, coffee and vanilla.
A project monitoring and evaluation framework will be established to ensure the implementation of the progress of project outputs can be tracked to be properly recorded and evaluated for achievement of the project results. The project needs a suitable and highly qualified national expert mainly responsible for all monitoring and evaluation activities within the project.
Under the direct guidance and supervision of the Project Manager and Director NDCC, the M&E and Knowledge Management Specialist is mainly responsible for all monitoring and evaluation activities within the Project Document and work plans as well as in accordance with donor's guidelines, and procedures for nationally executed projects. He/she will also be responsible for supporting all types of reporting the project progress and results to the donor and also relevant project stakeholders.
The M&E Specialist will report to the chair of the PMU and will coordinate with the PM and CTA to ensure the availability of information on progress and performance in the implementation of the project. The post of M&E Specialist will be part-time for a period of 36 months over 72 months (6 months per project year). The M&E Specialist will allocate 100% of their 36 months to the Monitoring and Evaluation of project activities.
