Background
In 2023, the Government of Timor-Leste (GoTL) formed an Education Partnership Compact tasked to "Initiate integrated systems reforms to improve inclusive and equitable access and participation in quality education". The project involves managing System Capacity Grant (SCG), System Transformation Grant (STG), and Multiplier Grant from Global Partnership for Education.
Project Description
The System Transformation Grant has three key components:
- Data Collection, Analysis of, and Interventions for Marginalised Groups
- Teaching and Learning Quality for Inclusive Education
- Family and Community Engagement
Core Responsibilities
- Project planning, budgeting and management
- Provide oversight and supervision of project activities
- Build strategic partnerships and lead coordination with key stakeholders
- Ensure quality project implementation and compliance
- Ensure monitoring and evaluation arrangements
- Compile, review and finalize all reports
- Ensure adequate information flow among stakeholders
- Support preparation for project implementation support missions
- Work with UNICEF to establish Project Management Secretariat
Required Skills and Experience
- At least bachelor degree in economics, education, management, business, or relevant social science field. Preferably Master's degree
- At least 10 years of experience in planning, project management, and/or M&E
- Proficient in English, with Tetum/Portuguese proficiency
- Strong interpersonal, communication and negotiation skills
- Ability to work effectively under pressure
- Strong analytical skills
- Previous experience with GPE preferred
