  1. Purpose

The purpose of the position is to support the equity of access, inclusion, and participation across the planning, and implementation of activities under all the Oxfam programs, with a focus on gender equality, and social and disability inclusion. The GEDSI Specialist offers expert advice and support on inclusion that is informed by the Feminist Leadership for Transformative Change that guides the gender justice work in the Oxfam Confederation. She/he offers critical analysis, stakeholder engagement, and advice to ensure alignment of program activities with back donor policy frameworks and guidelines on disability inclusion and gender equality. This work seeks to influence changes at the community and organizational level, as well as changes in policies, understanding, and practices at the national level.

  1. Type of employment
  • Position base in Dili, Type of contract is Fixed term, 2-year contract with possibility for extension based on performance and funding.
  • The maximum salary package of this position is up to US$ 2,134.46 gross per month (including the 10% wage tax deduction, pro-rate of the 13th-month bonus & 10% Social Security contribution from Oxfam, and medical allowance pro-rate). Oxfam reserves the right to offer the salary as per the experience and skills of the applicant.
  1. Skills and Experience required.
  • Proven experience in strategy development, including taking an inclusive and practical approach that promotes meaningful participation of communities and networks from local-regional levels.
  • Solid knowledge and analytical skills related to Gender Equality, Gender Justice in programming, and commitment to gender equity principles.
  • Excellent written and oral presentation skills and ability to communicate to a variety of audiences, including the media, the public, government officials, NGOs, and other Oxfam forums.
  • A demonstrated understanding of GEDSI and safeguarding and how to apply best-fit practices for contextually appropriate OI TL programming.
  • Excellent analytical and writing skills including the preparation of reports, briefs, and policy analysis for government and key stakeholder audiences.
  • Excellent interpersonal, negotiation, and relationship management skills with proven results in working with senior leaders, external stakeholders, and officials to achieve outcomes.
  • Extensive experience and understanding of community development, advocacy, inclusion, gender programming, monitoring, evaluation, and learning, with a demonstrated ability to develop and implement relevant strategies.
  • Experience in supporting and actively participating in developing funding proposals.
  • Experience and skills in influencing and stakeholder liaison, including with government and in public policy influencing and research.
  • Demonstrated organizational and capacity development and training experience using participatory approaches.
  • Excellent time management, coordination skills, and an ability to work across thematic areas. Demonstrated ability to manage multiple tasks and deliver quality outputs with competing deadlines.
  • Excellent communication, negotiation, and facilitation skills including fluent or very high written and spoken competency in English, fluency in Tetum is desirable.
