Organisational Context

ChildFund Timor-Leste is the representative office of ChildFund Australia - an independent international development organisation that works to reduce poverty for children in developing communities.

ChildFund Australia is a member of the ChildFund Alliance - a global network of 12 organisations which assists almost 23 million children and their families in over 70 countries. ChildFund Australia is a registered charity, a member of the Australian Council for International Development, and fully accredited by the Department of Foreign Affairs and Trade which manages the Australian Government's overseas aid program.

ChildFund began work in Timor-Leste in 1990, originally under the management of ChildFund International. Since October 2017 it has operated as an office of ChildFund Australia, and continues to work in partnership with children, their communities and local institutions to create lasting change, respond to humanitarian emergencies and promote children's rights.

ChildFund Timor-Leste's projects focus on maternal and child health, nutrition, early childhood development, education, youth empowerment and disaster preparedness. ChildFund Timor-Leste aims to demonstrate effectiveness and accountability in its program activities and value to the efforts of its partners through quality programs that are respectful, responsive, and relevant in helping children in poverty, their families, and communities.

Purpose of the Position

The Finance Officer will assist the Finance Manager in the day-to-day financial management of the ChildFund country office. The responsibilities will include processing payment requests from project and operation, requesting and monitoring the petty cash, reviewing partner financial reports, and maintaining Project & Partners files.

Key Duties

  • Ensure payments request advance process on a timely manner
  • Prepare the daily cash count at the end of day
  • Maintain and record (Cash/Bank) on day-to-day operations and ensure records are accurate/update and properly kept
  • Ensure all cash advance are acquitted according to financial procedures
  • Following up the outstanding advances and payment
  • Prepare and ensure all recurring expenses/bills are paid on time, e.g. electricity, rentals, phone, etc.
  • Review transactions report and prepare adjusting journal entries as required
  • Maintain good quality of financial transaction documents both soft copy and hard copy
  • Support Senior Finance Officer on preparing accounts reconciliation report and finance closing process
  • Review partner financial reports and follow up on issues, completion, and filing of necessary documents
  • Collaborate with Senior Finance Officer in review expenses, staff advance, acquittal and reimbursement
  • Monthly payment regarding social security and follow TIN number with government
  • Perform related duties as assigned by Manager Finance and Compliance

Qualifications and Experience

  • Minimum fresh graduate university Degree in Accounting, Finance, Business Administration, and Economic or any relevant field or equal to at least minimum one year of general work experience
  • Verbal and written good communication skills in English, Tetum, and Bahasa Indonesia
  • Strong computer skills (MS Word, MS Excel)
  • Solid knowledge of financial and accounting procedure
  • Experience using accounting software
  • Strong ethics with ability to manage financial data
  • High ethical standards and zero tolerance to Fraud and Corruption
  • Professional qualification as a CA/CPA is considered a plus
