The Role
CARE in Timor – Leste is currently seeking a VSLA Officer for a Potential Labor Mobility project subject to awards granting.
The main duties and responsibilities of this role are:
- Design and implement the VSLA plans and field activities for the project, ensure the gender equality frameworks intergeneration, and monitor regularly gender markers and the use of gender transformative tools.
- Conduct regular visits to the community and facilitate community meetings to ensure that all VSLA related activities are implemented effectively
- Lead and facilitate community consultation to identify needs, priorities and opportunities for VSLA development.
- Establish a strong relationship with community members, local leaders, and other stakeholders to ensure community ownership and sustainability of programs.
- Promote inclusive participation, particularly of women and marginalized groups, in all VSLA activities
- Coordinate the capacity development activities on VSLA methodologies to improve women's capacity to lead income generating activities to strengthen household income and community resilience
- Coordinate the beneficiary selection of the VSLA components of the project
- Support the monitoring of the project activities related to VSLA
- Lead and develop all reports related to the VSLA activities related to the project
Selection Criteria
- Bachelor's degree in community study, economics, entrepreneurship and other relevant areas
- Practical knowledge with solid experience in implementing VSLA and livelihood activities
- Strong networking skills to collaborate with municipal and local level structures (suco extension workers).
- Strong negotiation, facilitation and influencing skills especially with local communities and municipal level structures
- Understanding of potential gender barriers in nutrition components.
- Excellent written and oral communication skills in Tetum and Intermediate level English.
- Strong numeracy skills.
- Very good working knowledge of common office software packages i.e., word processing, spreadsheet, and presentation software.
