The Role
CARE in Timor-Leste is currently seeking a Senior Monitoring, Evaluation and Learning (MEL) Officer, who will lead CARE's MEL, ensuring high-quality monitoring, evaluation, learning, reporting, data systems, and partner capacity strengthening. The role requires frequent field travel and close collaboration with local partners and stakeholders.
The Senior MEL Officer will:
- Work closely with the Project Manager and CARE MEL Specialist to design and implement the project's MEL framework, including safeguarding considerations, risk assessments and Feedback and Accountability Mechanism.
- Develop, refine, and maintain MEL tools, databases, and reporting systems, ensuring they support timely and accurate tracking of all project activities and beneficiary data.
- Oversee data collection processes—collation, storage, analysis, and validation—ensuring high quality, audit ready data that meets CARE and DFAT compliance standards.
- Integrate GEDSI principles, including disability disaggregated data, into all MEL processes, tools, and reporting mechanisms.
- Conduct pre and post-tests to assess knowledge, practice, or behaviour change among project participants, and analyse results to inform program improvement.
- Conduct regular field visits to gather community feedback, monitor progress, verify data quality, and identify challenges, success factors, and lessons learned.
- Lead routine monitoring and support the documentation of project progress, including change stories, case studies, and field evidence for learning and reporting.
- Support the design, coordination, and implementation of evaluation activities, including baseline, midline, endline, and thematic assessments.
- Strengthening MEL capacity of local NGO partners through hands on mentoring in logframe use, indicator interpretation, tool usage, data collection, quality assurance, database management, and reporting.
- Contribute to donor reporting by ensuring MEL data is accurate, gender sensitive, evidence based and aligned with consortium requirements.
Selection Criteria
- Academic degree (minimum bachelor) in relevant areas such as environmental management, climate change, community development
- At least 3 years of experience in monitoring and evaluation, preferably in climate change, disaster risk reduction, WASH or rural development.
- Strong knowledge of MEL frameworks development, data collection tools and data analysis technics
- Experience working with local NGOs and partners, including MEL capacity strengthening.
- Demonstrated ability to interact and communicate with a wide range of stakeholders both verbally and in writing as well as think strategically and systematically
- Proven knowledge of Data Management methods and applications and knowledge in digital data collection, management and analyses
- Excellent oral and written communication skills in Tetum and minimum good English oral and written
- Demonstrated ability to utilize Microsoft Office; experience with Kobo, or similar tools is an advantage
