The Role
CARE in Timor – Leste is currently seeking a Senior Monitoring, Evaluation and Learning Officer for a Potential Labor Mobility project subject to awards granting.
The main duties and responsibilities of this role are:
- Work closely with the Project Manager and CARE MEAL specialist to develop MEL Frameworks and plans that align with project goals and objectives, including developing feedback accountability mechanism for project
- Lead the implementation of the project MEL activities, including tracking and reporting of project activities results and documenting project impact stories
- Oversee the project survey, data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy
- Through the Feedback and Accountability Mechanism in place, regularly obtain feedback from project beneficiaries and perform data quality verifications, to identify challenges, key success factors, and lesson learned
- Lead the development of the project beneficiaries training assessments by working closely with the project manager, project coordinator and project trainer
- Actively contribute to the PALM Worker and Family Support Working Group
- Contribute to the completion of donor reports, by ensuring accuracy of all project data
- Assist in designing, coordinating and conducting project evaluations (baseline, mid-term and end line) as appropriate
Selection Criteria
- Academic degree (minimum bachelor) in relevant areas such as monitoring and evaluation, labor management and other relevant areas
- At least 3 years of experience in monitoring and evaluation, preferably with an international development organization
- Strong knowledge of MEL frameworks development, data collection tools and data analysis technics
- Demonstrated ability to interact and communicate with a wide range of stakeholders both verbally and in writing as well as think strategically and systematically
- Proven knowledge of Data Management methods and applications and Knowledge in digital data collection, management and analyses
- Excellent oral and written communication skills in Tetum and minimum good English oral and written
- Demonstrated ability to utilize Microsoft Office applications
