The role
The Senior MEL Officer will be responsible for project MEL frameworks and all program implementation activities that are related to monitoring, evaluation and learning with a focus on AtPro intervention, including overseeing data collection analysis and reporting, to assess the effectiveness of the program implementation. This position will ensure that MEL systems and tools are implemented effectively.
Additionally, this position will provide technical support for MEL officers in coordination with the program team and relevant CARE project teams
Main Responsibilities
- Lead the implementation of the MEL plan and activities in the field, including tracking and reporting of project activities results and documenting project impact stories
- Provide regular support to MEL officers and program teams in developing joint monitoring plans and budgets
- Work closely with the project manager to develop project monitoring format– specific MEL frameworks and plans that aligns with the AtPro project goals
- Conduct regular field visits to obtain beneficiary feedback, perform data quality verifications, and identify challenges, key success factors, and lesson learned
- Manage and update monthly the MEL database for monitoring qualitative and quantitative data collected at the field level
- Sharing key findings with the program manager, senior program team, and relevant stakeholders
- Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy
- Ensure that all key project documents are filed properly and systematically
- Contribute to the completion of donor reports, by ensuring accuracy of all project data
- Assist in designing, coordinating and conducting project evaluations (baseline, mid-term and end line) as appropriate
- Provide support to project surveys, this includes baseline, midline and end line evaluation
Selection Criteria
- Completed a relevant undergraduate university degree, in relevant areas such as monitoring and evaluation, nutrition, public health or any other related field
- At least 3 years of experience in monitoring and evaluation, preferably in a food and nutrition and school feeding programs or related field
- Proven knowledge of Data Management methods and applications knowledge in digital data collection, management and analyses
- Demonstrated ability to interact and communicate with a wide range of stakeholders both verbally and in writing as well as think strategically and systematically
- Strong knowledge of MEL frameworks development, data collection tools and data analysis technics focusing on nutrition principles and indicators
- Excellent oral and written communication skills in Tetum and minimum good English oral and written
- Demonstrated ability to utilize Microsoft Office applications
