The Role
The Project Manager will assess the overall management of the project under the guidance of the Program Director and with support from the CARE Gender and Program Quality Unit Team. This position requires full-time dedication to effectively carrying out the project and ensuring its success. This position is based in Dili with frequent travel to municipality when necessary.
Main Responsibilities
- Provide strategic leadership, technical guidance, and overall management to ensure the project meets high standards of quality, compliance, and reporting, in line with the Project Paper and budget to achieve its intended outcomes.
- Support the creation of monthly activity workplans with local partners and ensure timely and accurate reporting within set deadlines.
- Oversee the effective execution of project activities by local partners, including planning, monitoring, evaluation, and budget management.
- Manage project finances by developing detailed work plans and budgets, monitoring expenditures, and identifying and mitigating financial risks.
- Organize and document regular project meetings to track progress, share information, and complete reporting requirements in coordination with the CARE (CA) team.
- Work with the CA team to provide ongoing capacity building and learning opportunities for local partners.
- Develop and regularly update the Project PHSEA Risk Matrix with CA support.
- Lead negotiations and develop Memorandums of Understanding (MoUs) with local partners, including conducting Partners Capacity Assessments, due diligence, and creating capacity development plans.
- Maintain strong relationships with local partners to ensure they meet their contractual obligations.
- Collaborate with the Monitoring, Evaluation, and Learning (MEL) specialist to implement the MEL plan, oversee data collection (including disability-disaggregated data), and facilitate reflection workshops and learning briefs.
- Maintain consistent communication with the CA team and other key stakeholders.
Selection Criteria
- Bachelor's degree in community development or a related field.
- Minimum of 3 years' experience in project management within international development organizations.
- Strong background in project planning, budgeting, monitoring, partnership management, gender, and safeguarding.
- Proven experience in building the capacity of staff and partners, with strong leadership and coaching skills.
- Excellent communication, negotiation, and networking skills, with experience engaging government, civil society, and other stakeholders.
- Ability to work independently in a dynamic, diverse, and fast-paced team environment.
- Strong organizational and time management skills, with the ability to manage multiple priorities and meet deadlines.
