Project Manager - AtPro Project

The Role

CARE in Timor – Leste is currently seeking a Project Manager to be responsible for overseeing the effective implementation of the project, ensuring they are delivered on time, on budget, and in line with donor requirements and CARE International standards, for our project called AtPro – Atensaun Proteina, a School Nutrition and Anti-Stunting Initiative project to Support Student Growth and Learning.

Main Duties and Responsibilities

  • Provide strategic leadership, technical guidance, and overall management to ensure the project meets high standards of quality, compliance, and reporting, in line with the Project Proposal and budget to achieve its intended outcomes.
  • Supervise Senior Health Officers, Senior Gender and Health Officers, Community Score Card (CSC) Lead, Logistic and Commodity Manager, Senior MEL Officer, and Senior Finance and Administration Officer.
  • Responsible for the effective execution of project activities, including planning, monitoring, evaluation, and financial management.
  • Manage project finances by developing detailed work plans and budgets, monitoring expenditures, and identifying and mitigating financial risks.
  • Organize and document regular project meetings to track progress, share information, and complete reporting requirements in coordination with the CARE TL and CARE Australia team.
  • Ensure timely and accurate reporting within set deadlines.
  • Develop and regularly update the Project PHSEA Risk Matrix with CARE Australia support.
  • Lead negotiations and develop Memorandums of Understanding (MoUs) with local partners, including conducting Partners Capacity Assessments, due diligence, and creating capacity development plans.
  • Maintain strong relationships with local stakeholders, relevant government ministries, local and international NGOs, and other development agencies at the national level
  • Collaborate with the Monitoring, Evaluation, and Learning (MEL) specialist to implement the MEL plan, oversee data collection (including disability-disaggregated data), and facilitate reflection workshops and learning briefs.
  • Maintain consistent communication with the CA team and other key stakeholders.

Qualifications

  • Bachelor's degree in community development, social studies, education, public health, project management, or related field.
  • At least 3 years of experience in project management within international development organizations.
  • Strong knowledge of project cycle management, donor compliance, particularly EU standard.
  • Strong partnership management, gender transformation concept, and safeguarding.
  • Proven experience in building the capacity of staff and partners, with strong leadership and coaching skills.
  • Excellent communication, negotiation, and networking skills, with experience engaging government, civil society, and other stakeholders.
  • Ability to work independently in a dynamic, diverse, and fast-paced team environment.
  • Fluency in English (written and spoken).
