Program Director

Under the direction of the CARE in Timor-Leste Country Director (CD) and as part of the Country Office Senior Management Team (SMT), the Program Director will play a key role in setting the strategic direction of the Country Office (CO).   The Program Director will be responsible for establishing and maintaining technical alignment and advisory processes that support all projects implemented by CARE and partners. 

The role will manage implementation of all projects implemented by CARE and partners (except those implemented as part of a consortium led and managed by CARE, or other exceptional cases).

In conjunction with the CD, the role will lead business development processes, perform representational and fundraising duties, and will ensure that CARE’s vision, mission and core values are promoted.

Selection criteria

  • Extensive fundraising and operational experience, preferably with an international NGO, including in the management of large and complex multi-sector programs in Timor-Leste (at least 5 years)
  • Bachelors level degree in a relevant management, social science or arts discipline aligned with CARE’s development work in Timor-Leste (Master’s degree preferred)
  • Demonstrated knowledge and experience of current best practice development approaches, tools and methodologies and extensive experience in project design, proposal development and project management.
  • Demonstrated skills in leadership and management in a complex international setting, excellent people management skills and interpersonal skills including the ability to develop high performing teams in a cross cultural context.
  • Excellent budget development and budget management ability
  • Strong understanding and commitment to gender equality
  • Demonstrated ability to build and manage complex and diverse stakeholder relationships
  • Willingness to spend time in the field to monitor and support programming
  • Excellent written and verbal communication skills in English and Tetum
  • Ability to produce high quality work and balance competing priorities within demanding timeframes.
