Procurement Officer

The Role

The Procurement Officer plays a key role in the end-to-end procurement process to ensure the timely, cost-effective, and compliant acquisition of goods and services in support of program delivery. He or she will be responsible for procurement planning, conducting competitive tender processes, supplier selection and contract management, while ensuring adherence to CARE policies, donor regulations, and Timor Leste laws. Working closely with program, finance, logistics, and field teams, the officer ensures alignment with operational needs, maintains accurate and audit-ready documentation, monitors supplier performance, upholds high ethical standards to promote efficiency, transparency, and accountability.

Selection Criteria

  • Bachelor's degree in relevant areas such as Supply Chain Management, Procurement, Business Administration, or a related field
  • Proven experience in procurement and with minimum 3 years of experience, preferably with an International Non-Government Organization (INGO) or private company
  • Demonstrate a customer-focused mindset with a commitment to delivering high-quality service
  • Demonstrate ability to work in a diverse team
  • Demonstrate a strong interpersonal and communication skills
  • Good skills in Microsoft Office (Excel, Word) and familiarity with procurement ERP and other donors' systems as an advantage
  • Good communication skills in Tetum and English are required
  • Ability to work within clearly defined routines and plans; repetitive manual duties, with minimal supervision
  • Demonstrate flexible approach and ability to work under pressure and to organize and manage workload to meet deadlines
