The Role
Under the guidance of the MEL DPM, the MEL Officers implement the MEL system at the field level and ensure high quality and timely inputs and ensuring that Lafaek Foundation project activities are implemented in a cost effective and timely manner.
The MEL Officer will be responsible for implementing the Lafaek Foundation Project's MEL activities; monitor the project activities on a regular basis, develop and maintaining the MIS (Management of Information Systems) of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. One MEL Officer will be required to cover several municipalities as his/her areas of work.
This position is based in the field, with frequent travel required to other municipalities under his/her working areas.

Position Details
- Grade: 4

- Contract period: One (1) year, with the possibility of extension subject to performance and unit/project requirements
Selection Criteria
- Minimum bachelor's degree in education; Monitoring and Evaluation, and/or statistics, with a minimum of 3 years' relevant design and implementing of M&E experience and/or University Diploma with minimum 4 years' relevant work experience, preferably with an International Non-Government Organization (INGO)
- Ability to support the Monitoring and Evaluation function with integrity and implement procedures and processes, with minimal supervision
- Demonstrated ability in the use of quantitative and qualitative methods including questionnaire design, survey techniques, and participatory approaches
- Proven strong report writing skills, ability to present monitoring data and survey findings clearly
- Demonstrated ability to transfer knowledge through informal and formal training of staff
- Proven strong participatory management and supervisory skills
- Proven knowledge of Data Management methods and applications
- Excellent oral and written communication skills in Tetum and minimum good English oral and written
- Demonstrated high level time management and organizational skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment
- Demonstrated strong leadership, decision making, problem solving, planning and attention to detail
- Demonstrated honesty, reliability and trustworthy
- Demonstrated ability to take direction and to work as part of a team
- A willingness to learn about Foundation, gender equality and women's empowerment activities
- Intermediate (very good) in Microsoft Office with knowledge of Microsoft Word, Excel, MS Access, Statistical Programs (e.g. STATA, SAS, SPSS) and excellent numeric skills
- Knowledge in digital data collection, management and analyses
- Must be able to drive a motorbike to remote areas and have a valid driving license
