Monitoring, Evaluation and Learning Officer

The Role

CARE in Timor-Leste is currently seeking a Monitoring, Evaluation, and Learning (MEL) Officer, who will be a dedicated role responsible for the support design, coordination, and implementation of MEL activities. This role ensures that the project collects meaningful data, measures progress against outcomes, generates evidence of impact, and supports continuous learning and adaptive management. The MEL Officer, supported by CARE's MEL Specialist, will work closely with program staff, local NGO partners, and external stakeholders to develop MEL tools, conduct assessments, and build the capacity of partners in monitoring and evaluation. The role also involves documenting best practices and lessons learned.

Key Responsibilities

  • Lead the implementation of the project Monitoring, Evaluation, and Learning (MEL) plan under the guidance of Project Manager and CARE MEL Specialist
  • Support partner (MEL staff) to developing their MEL plan, data management, analysis and data collection tools
  • Conduct regular field visits to project the project implementation to collect, verify, and validate project data
  • Verify beneficiary data and support activity tracking and reporting
  • Contribute to project learning by sharing field data and insights to improve implementation and sustainability
  • Support quantitative and qualitative research, including baseline, midterm, and endline evaluations
  • Support project manager to provide quality and compliant reports to CARE and donors
  • Collaborate with program teams to support high-quality donor reporting
  • Build and maintain positive working relationships with NGO partner and local stakeholders
  • Participated at the MEL Working Group and participate in MEL Community of Practice were led by GPQ team
  • Provide Project data for CARE PIIRS report
  • Work with project team to promote a safe and secure work environment; foster a culture of safety and security awareness and consistently follow all CARE safety and security policies, procedures and directives

  • Basic knowledge of qualitative and quantitative data collection methods
  • Ability to analyse data and contribute to learning and adaptive management
  • Good interpersonal and communication skills, with experience working with local NGOs and communities
  • Ability to work independently and collaboratively in a team
  • Strong organizational and time management skills
  • Commitment to CARE values, safeguarding, and ethical conduct

Qualifications

  • Bachelor's degree in Monitoring & Evaluation, Statistics, Social Sciences, Education, Development Studies, or a related field
  • At least 2–3 years of experience in monitoring, evaluation, or research within NGO/INGO or development projects
  • Experience in field-based data collection, verification, and reporting
  • Familiarity with donor-funded projects is an advantage
  • Good written and verbal communication skills in Tetum and English skills desirable

Position Details

  • Location: Dili, Timor-Leste, with frequent travel to the municipality
  • Reports to: Project Manager – CSO Strengthening
  • Position type: Fixed-Term, Full-Time
  • Start date: March 2026
