Human Resources Manager – Temporary Contract (4-month maternity cover)

The Role

CARE in Timor-Leste is seeking a Human Resources Manager for a temporary four-month assignment to provide senior-level leadership, guidance, and management of all Human Resources functions. This role will temporarily replace the current HR Manager and will be responsible for ensuring effective HR operations, compliance, and support to staff and managers across the organization.

This role is a representative on the Senior Management Team (SMT) and directly manages the Senior HR Officer and the Senior IT Officer (2 staff).

Selection Criteria

  • Minimum bachelor's degree in HR Management/Business Administration and or equivalent undergraduate degree and/or experience in HR Management with at least 5 years' experience, preferably with an International Non-Governmental Organization (INGO)
  • Excellent communication skills in both in Tetum and English
  • Ability to manage the complex HR technical function, with minimal supervision
  • Representational skills include developing networks and relationships with other key stakeholders
  • Demonstrated strong leadership, people management, decision making, conflict resolution, analytical, motivational and influencing skills
  • Demonstrated high level organizational and time management skills, including the ability to plan and manage workflows and balance competing priorities to ensure timely processing to meet deadlines in a complex environment
  • Demonstrated honesty, maintaining confidentiality, reliability and trustworthiness
  • Proven understanding of working with an International Non-Governmental Organization (INGO) and a willingness to learn about CARE, gender equality and women's empowerment activities
  • Proven ability to manage a budget
  • Fully conversant in Microsoft Office with knowledge in Microsoft Word, Power Point and Excel

  • Position type: Fixed-Term, Full-Time (4-month maternity cover)
  • Start date: 1 June 2026
