The Senior Gender and Safeguarding Officer are responsible for supporting the integration of Gender Equality, Diversity, Social Inclusion, Women's Empowerment, and Safeguarding across CARE Timor-Leste's development and humanitarian programs. The role works closely with Gender and Program Quality Unit, project teams, and partners, to ensure that gender equality and safeguarding principles are consistently applied throughout the project cycle.
The Senior Gender and Safeguarding Officer will provide technical support to projects and partners to strengthen gender-transformative and safe programming approaches, promote women's voice and leadership, mitigate gender and safeguarding risks, and ensure alignment with CARE policies, strategies, and minimum standards. The position contributes to gender and safeguarding assessments, capacity strengthening, monitoring, learning, and reporting, while supporting organizational initiatives such as Gender Working Groups, Safeguarding field-based Working Groups, Gender Markers, safeguarding risk matrix, Gender Action Plans, including staff and partner training.
Location: Dili, Timor-Leste - with 20% travel to field
Reports to: Senior Manager - Gender & Program Quality Unit

Start date: August 2026 - This position is subject to funding approval and will only be confirmed if CARE is successful in securing the project
