Communication and Liaison Manager - Disaster Ready Project 2.0

The Role

The Communications and Liaison Manager is responsible for leading the communications, visibility, stakeholder engagement, and liaison functions of the AHP Consortium under the Disaster READY Project.

The position supports consortium partners in implementing strategic communications and visibility activities in line with donor requirements, particularly the Department of Foreign Affairs and Trade (DFAT) branding and visibility guidelines. The role ensures consistent and high-quality communication products that highlight project achievements, lessons learned, and impact across consortium partners and stakeholders.

The role also supports coordination and relationship management between consortium agencies, government stakeholders, development partners, UN agencies, media, and other relevant actors. Working closely with the Country Coordinator, the position contributes to strengthening collaboration, representation, advocacy, and external engagement for the consortium.

The Communications and Liaison Manager will play a key role in maintaining and enhancing the visibility and reputation of the Disaster READY Project through effective storytelling, media engagement, public communications, event coordination, and stakeholder representation.

  • Contract duration: One (1) year, with possibility of extension subject to performance and project requirements
  • Start date: July 2026

Selection Criteria

  • Bachelor's degree in communications, Journalism, Media, Public Relations, Marketing, International Development, or a related field
  • Minimum of three years' relevant professional experience in communications, media, public relations, or stakeholder engagement, preferably within an international NGO or development context
  • Demonstrated experience producing high-quality communication and visibility materials for development or humanitarian projects
  • Proven experience in story writing, photography, social media management, and digital communications
  • Experience coordinating with media organisations and managing public events and campaigns
  • Familiarity with donor visibility and branding requirements, preferably DFAT-funded projects
  • Experience working on gender equality, disability inclusion, or social inclusion initiatives is highly desirable
  • Excellent written and verbal communication skills in English and Tetum
  • Strong interpersonal and stakeholder engagement skills with the ability to build collaborative relationships
  • Strong organisational, coordination, and time management skills, with the ability to manage multiple priorities under pressure
  • Proficiency in Microsoft Office applications and graphic design tools such as Adobe Photoshop or Canva
  • Strong attention to detail and ability to produce high-quality outputs within deadlines
  • Demonstrated ability to work independently and collaboratively within multicultural teams
