Cash and Voucher Assistance Field Officer

The Role

The Cash and Voucher Assistance Field Officer implements, monitors, and reports on cash and voucher programmes at community level. Working under the Cash and Voucher Assistance/Programme Manager or Cash and Voucher Assistance specialist ensures safe, accountable, and market-sensitive delivery of cash and voucher assistance, supports beneficiary registration and grievance mechanisms, and strengthens linkages with local partners, vendors, and financial service providers.

Selection Criteria

  • Diploma or degree in social sciences, development studies, economics, humanitarian assistance, or related field.
  • Minimum 1-3 years of field experience in humanitarian programmes; prior experience in CVA, social protection, or cash transfers preferred.
  • Familiarity with beneficiary registration tools, mobile money or transfer systems, and basic market assessment methods.
  • Fluency in English and local language(s) relevant to the operational area.
  • Strong organizational skills, attention to detail, and ability to work under pressure.
  • Excellent communication, community engagement, and conflict-sensitive approaches.
  • Ability to collect, interpret, and present monitoring data; basic numeracy for reconciliation tasks.
  • Knowledge of protection principles, confidentiality, and data protection standards.
  • Proficiency with MS Office; experience with Kobo/ODK or similar registration/monitoring tools is an advantage.
  • Willingness to travel frequently to remote sites and work flexible hours during distributions.

Contract Details

This is a fixed-term, full-time position for a period of five (5) months, with the possibility of extension subject to performance and unit/project requirements. The position is based in Viqueque, Timor-Leste.
