The Scholarship and Alumni Support (SAS) Program Officer has responsibility for supporting all aspects of the Scholarship and Alumni Support component are delivered to best-practice standards, in accordance with the requirements and terms of the Services Order between Palladium and DFAT and full compliance with DFAT’s Australia Awards Policy Handbook and Timor-Leste Australia Alumni Association (TL3A) statue.
Primary Responsibilities:
The primary responsibilities of the Scholarship and Alumni Support (SAS) Program Officer include:
- Support the SAS Coordinator in the efficient and professional delivery of the scholarship program cycles and its sub-components. Actively involved in the delivery of the AAS pre-award, on award activities, post awards and short courses, including liaising with the Communications Officer and SAS Coordinator for promotional activities.
- Under the supervision of the SAS Coordinator, provide support for selection and placement of candidates, delivery of English Language preparation programs, provision of information to candidates about courses in Australian tertiary education providers, pre-departure briefings, support, and liaison with tertiary education providers in Australia, and advice and support to awardees thought the scholarship period.
- In conjunction with AATL technical team and Team Leader, support an annual review of the scholarship and short course selection activities to ensure the future selection process is fit-for-purpose.
- Participate in meetings and other functions to represent the Australia Awards Scholarships alumni (AAS) and TL3A
- Ongoing support for process improvement and innovation under the SAS Component to capitalise on emerging opportunities and changes to AAS context.
- Support the Alumni secretariat Coordinator for the deliver the AAS post-award activities in Timor-Leste, including AATL’s Reintegration workshops, seminars, alumni showcase, sectoral activities, grants and Alumni meetings and events.
- Support the AATL’s data collection processes in line with DFAT and AATL monitoring and evaluation and reporting requirements that will allow the TL3A to measure progress in engagement, identify risks, identify lessons learn, alumni good practices, inform future plans and areas for improvement.
- Ensure full compliance with Palladium’s policies and processes and ensure that all records are managed as outlined in Palladium’s Operations Manual, including the supply of goods and services via Palladium’s procurement processes.
- Provide support to SAS Coordinator for activity expenditure costs against budgets and forecasts. Contribute to process improvement through innovative and cost-effective strategies, tactics, and ideas.
- Manage Australia Awards data both offline and Online Australia Awards Scholarship Information System (OASIS)
- Perform other tasks as identified and agreed by the SAS Coordinator and TL3A Coordinator
Reporting Requirements:
The role reports to the AATL SAS Coordinator. Reporting requirements include:
- Monitor and provide regular updates report on SAS pre awards, on award and post award & TL3A activities to SAS Coordinator
- Manage relevant provision of information and records and ensure confidentiality and safekeeping of documents.
- At a minimum, six monthly informal review and updates on progress against the agreed personal performance assessment and training plan via informal discussion with SAS Coordinator and more formal discussion on a 12-monthly basis
Required Qualifications:
- Bachelor’s degree qualifications in a relevant area of study or equivalent work expertise/experience
- Have some understanding and familiarity with Australia Awards Scholarship and Timor-Leste Australia Alumni Association (TL3A).
- Good understanding of programs operations and activity implementation, and a sound understanding of Timor-Leste development programs, preferably in the education sector.
- Well-developed oral and written English language skills is highly desirable, and good oral and written Tetun language skills are required.
- Demonstrated some experience in the establishment and maintenance of productive relationships with external counterparts, including DFAT, education institution and / or government partner agencies.
- Demonstrate skills in administrative, event management, monitoring and evaluation area.
Work planning and prioritisation including ability to show initiative, to be adaptable and dependable. - Demonstrated analytical, reporting, problem-solving and risk management skills.
- Ability to work effectively with individuals and teams across all levels of the program.
- Experience with DFAT processes and procedures (desirable)
- Proven capacity to communicate clearly and effectively with a wide range of stakeholders.
