Overview
The Asian Development Bank (ADB) requests a competitive quote in US Dollars (USD) for Design and Built General Contractor Services for its Timor Leste Resident Mission (TLRM).
The scope of services will be implemented in two lots:
- Lot A (Design and Built for the Main Building of Timor Leste Resident Mission)
- Lot B (Design and Built for the Annex Building of Timor Leste Resident Mission)
Mandatory Criteria
- Have the nationality of eligible Member Country where it is constituted, or incorporated, and operates in conformity with the provisions of the laws of that country
- Have not been sanctioned nor be ineligible to enter transactions with ADB or any other multilateral development bank or institution
- Have at least 5 years of legal existence as valid registered licensed general contractor company
- Have a sound financial and credit position for at least two years (2022 and 2023)
- Net worth/total equity should be positive or demonstrate financial capacity through bank-certified credit line equal to a minimum of 50% of the project value

- Pre-bid meeting (In-Person): 11 April 2025, 10:00 AM Dili time at TLRM's office
- Site Inspection (On-Site): 11 April 2025, 11:00 AM Dili time
- Deadline for queries: 16 April 2025
- Deadline for bid submission: 23 April 2025 at 04:00 PM Dili time
