Background
Over the last 20 years, Australia’s development program in Timor-Leste has invested significantly in improving the quality of the development program with reliable performance information. In the last three years new processes have been introduced to improve the robustness of monitoring and evaluation, decision making and strategy across the program. A number of the investments within Australia’s development program in Timor-Leste will come up for re-design in 2026. The Embassy is looking for someone with M&E, design and strategic communications experience to support and coordinate this work going forward, ensuring that the development program M&E system performance is maintained and that the upcoming design work is fit for purpose, evidence based and informed by high quality information.
About the Opportunity
The Program Quality, M&E and Strategic Communications (Development) Advisor will work with Embassy officials and Implementing Partners (IPs) across Australia’s development program in Timor-Leste. The position will have the following responsibilities:
Design, Communications & M&E Support
- Support planning and coordination of the design, monitoring and evaluation pipeline
- Support Design Team(s) by providing evidence-based advice and information on DFAT standards as required; and by co-ordinating cross-cutting inputs such as GEDSI,
Support whole-of-program level M&E, including but not limited to:
- Support DFAT management decision-making processes to ensure they are informed by performance information, including support to other Australian Government agencies.
- Quality assure reporting and performance information, including DFAT Investment Monitoring Reports, the DPP Performance Framework and Tier 2 indicators, whole of program performance information analysis, and the annual learning dialogue
- Coordinate data collection and accurate annual target-setting with IPs for the DPP Performance Framework
- Develop/Maintain simple but effective data collection tools to manage reporting information.
- Implement and strengthen new qualitative data processes, including Spotlight and System Strengthening Stories.
- Develop and manage systems that strengthen regular external assessments of investment progress including the Development Strategy Assessment Team and Design Team.
Support IP level M&E
- Encourage harmonised IP approaches to M&E (Theory of Changes, Monitoring, Evaluation and Learning Frameworks, data collection, annual planning, learning dialogues, reporting).
- Maintain and strengthen cross-program collaboration including through the M&E community of practice with the Embassy and IPs.
- Provide targeted support to investment partners in M&E training and implementation.
Communications
- Develop key communication documents and tools for the development program and establish systems to ensure these remain up to date, e.g.: overview of the Development Program; municipal fact sheets; program overviews.
- Work with Implementing partners and embassy staff to strengthen, streamline and co-ordinate communications, including alignment with whole of embassy communications.
About You
We are seeking an individual for this position who has the following:
- University degree in social sciences, economics, international development, evaluation research, statistics, or a related field
- Experience in designing, managing and implementing M&E systems and/or program design processes
- Strong technical skills, including ability to design processes to collect and analyse quantitative and qualitative data
- Strong analytical skills
- Excellent (mother tongue level) written and spoken English
- Strong interpersonal and relationship-building skills that enable open and robust communication
- Ability to lead and work collaboratively with a small team
- Experience in communications for development highly desirable
- Experience with DFAT is highly desirable
- Experience in Timor-Leste and in partner government capacity building contexts is desirable
