Background
World Vision Timor-Leste (WVTL) is a faith-based humanitarian and development organization committed to enhancing the well-being of children, youth, and communities. Operating in Timor-Leste since 1995, WVTL currently implements programs across Aileu, Baucau, Bobonaro, Covalima, Oecusse, Manatuto, and Ermera.
About the POWER Project
The POWER project empowers vulnerable women (aged 18–40) across rural communities to access economic opportunities, build alternative livelihoods, and engage in decision-making. The project promotes inclusive entrepreneurship, environmental sustainability, and digital financial inclusion.
Incubator Program – Part 1: Business Competition
WVTL will award a sub-grant of EUR 60,000 to a selected CSO/CBO to:
- Organize a business pitching competition for small to medium enterprises (SMEs)
- Select and provide seed funding to businesses that promote women's and youth's economic participation, support green/circular economy models, and encourage digital inclusiveness
- Ensure sector diversity (e.g., tourism, handicrafts, agribusiness, renewable energy)
- Connect the grantees with POWER's Part 2 of the digitalization initiative program
Eligibility & Selection Criteria
General Requirements:
- Must operate in Covalima or Oecusse
- Must be a non-profit, non-state CSO

- Operational & Financial Capacity (50%)
