Background Information

CARE is an international development and humanitarian organisation that has been working in Timor-Leste since 1994. With programmes that extend across all parts of the country, CARE works with partners to save lives, defeat poverty, and achieve social justice.

CARE works with remote, rural communities and civil society partners to combat gender inequality, as this has been shown to be one of the most effective ways to create sustainable development outcomes.

Ensuring well-being and a voice for women and girls in rural, disadvantaged areas is at the heart of CARE's work. This is achieved in CARE priority areas of Education, Women's Economic Empowerment, Health, Climate Change, and promoting Women's Voice in society through development and humanitarian programmes.

CARE in Timor-Leste has zero-tolerance for sexual harassment, sexual exploitation, and sexual abuse, as well as all forms of harm to children.

Proposal of Consultancy

In preparation for the future project development opportunities, CARE is compiling a database of experienced project proposal writing consultants based in the country, who could be contacted for short-term consultancy opportunities.

The proposal writer's responsibilities would typically include researching, strong understanding donors' standard quality and priorities, and collaborating with CARE proposal development teams to develop clear, succinct proposal documents that reflect CARE's commitment to gender equality and are in line with our long-term priority programme areas.

Consultant Information and Service

Consultants are to fill in information and services including:

• Cover letter outlining interest
• For Company / Agency needs to attached Profile
• Sample of previous experience
• Curriculum Vitae (CV)
• Technical Proposal response to Term of Reference
• Financial Proposal indicating availability and rate inclusive off all costs mentioned in EOI
• Required consultants to provide the contact numbers of previous clients, preferably NGOs or social sectors companies, ready to be contacted for reference
• Minimum of two samples of previous work

Qualifications

We would normally work with consultants that as a minimum have:

• At least 3 years of demonstrated project development and grant writing experience with an NGO
• Familiarity with CARE's gender equality framework
• Proposal for development workshop facilitation experience
• Experience with a range of donor proposal development guidelines, process and requirements
• Evidence of successful proposal submission in the past
• Excellent English writing skills, verbal communication and time management
